Departments
Central Administration
The Central Administration is headed by the Municipal Coordinating Director (MCD) and is responsible for ensuring the implementation of governmental policies, projects and programs at the MMDAs level.
The department guides policy formulation, planning and decision-making at the Assembly. Central Administration as part of its responsibilities acts as a liaison between Heads of other governmental and non-governmental agencies and the Municipal Chief Executive (MCE), it manages financial and other resources of the Assembly in consultation with the Municipa Chief Executive (MCE).
The Head of the Department serves as a Secretary to the Assembly and chairs the Metro Planning and Coordinating Unit (MPCU) and acts as an advisor to the Municipal Chief Executive (MCE). The Department also ensures that the capabilities, skills and knowledge of staff are well developed.
Budget & Rating
The unit is responsible for preparing budget and the provision of technical guidance to Management on budgetary matters. The department also keeps proper updates of all financial projects.
It advises the Assembly on cost implications and financial decisions in the Local Government Sservice. It coordinates the preparation of budgets, participates in the preparation of procurement plan and assists in fee-fixing resolutions.
Public Relations
This Unit exists to create awareness and inform the public of the Assembly's Programmes and activities.
The Public Affairs unit creates a mechanism of communication between the Assembly, residents and other internal and external stakeholders. It also Promotes and effectively disseminates AbCMA policies, programmes, processes, procedures and activities to stakeholders.
It also prepares articles, news stories, features,rejoinders and media advisories for dissemination through media channels as well as monitor media coverage of activities of the Assembly in the media for the information and attention of the administrative head and the MCE of the Municipal.
The Municipal Planning Coordinating Unit
In order to assist the Executive Committee in its planning, programme and budgeting functions a unit known as the Municipal Planning Coordinating Unit has been set up to provide a secretariat and to offer advisory services to the Assembly. The unit also has the responsibility of collating data on the development activities in the district. It is to promote research and ensure a smooth coordination between the activities of decentralized departments and the Municipal Administration. The Municipal Planning Co-ordinating Unit includes heads of department such as Education, Health, Agriculture, Physical Planning, Community Development and Social Welfare, Works Department as well as the Finance Office.
The Unit liaises with stakeholders to collect inputs necessary to aid in the formulation of public policies and programmes and also plays the role of ensuring that the capabilities, skills and knowledge of staff are well developed to ensure their effectiveness and efficiency.
Procurement & Logistics
The unit provides strategic direction for the achievement of the overall objective of the procurement function in the Service. The unit plans and coordinates activities related to procurement, manages the development and implementation of the procurement plan, provides inputs for the preparation of the annual budget and liaises with service providers and other stakeholders to undertake procurement activities. It is also the responsibility of the Unit to ensure that the procurement activities are in harmony with the Public Procurement Act, 2003 (Act 663), supervise stores management and assets disposal as well as the Preparation and submission of Annual and Periodic Reports to the Public Procurement Authority
Municipal Security
The Unit provides leadership to ensure the effective enforcement of security measures in the Municipality and the Assembly. As part of the Unit’s responsibilities, they liaise with the security Services to address security related matters, plan and executive security measures as well as reviewing old security measures periodically to improve upon the standard and ensure a high level of security.
The unit also appraise direct reports for the Assembly.
Transport Unit
The Municipal Transport Unit manages all activities related to Transportation in the Assembly.
They are responsible for the formulation and implementation of transport policies, they advise management of the Assembly on the purchase of new vehicles and spare parts.
The unit also regulates and ensures the effective and efficient utilization of all official vehicles as well as ensuring adequate utilization of financial resources and the maintenance of all vehicles in the Assembly.
Management Information Systems
The unit role is to Collect, Analyze and Mange information to support the development, management and implementation of polices, programmers and services in the Assembly
The unit provides leadership in the development and the application of IT standards and quality assurance system in relation to the implementation, development and the deployment of IT systems and resources.
It also advises on the provision and maintenance of computers and other office accessories. The unit also contributes to addressing IT problems and issues and provides leadership in the design and implementation of security measures to protect the IT installations, infrastructure and systems.
Information Service
The Municipal Information Services Department is responsible for disseminating government policies to people within the metropolis.
The Department is tasked with the responsibility of sensitizing and educating citizens on various activities (this includes: health screening exercises, street hawking, On-Street parking,payment of rates etc.) organized by the Assembly.
The Department also reports on the Assembly's monthly activities and Daily activities and ensures that these reports are duly submitted to top management of the AbCMA. IS also sees to the compilation and timely delivery of Situational reports and Public Reaction reports within the Assembly to the Minstry of Local Government and Rural Development.
STORES
The unit ensures the proper storage of all goods procured and ensures that stocks are replaced on time at the municipal
RECORDS
The unit ensures that documents and information are properly stored to ensure confidentiality and easy accessibility.
STATISTICS
The Statistical Service department is the central agency in municipal, mandated to produce and disseminate official statistics. The sector ministries, by virtue of their functions, also produce official statistics, which are relevant to their respective work programmes.
Works Department
The Department of Works of the Assembly is a merger of the Public works Department, Department of Feeder Roads and District Water & Sanitation Units, Department of Rural Housing and the Works Unit of the Assembly.
The Works Department;
• Facilitate the implementation of policies on works and report to the Assembly, and provide advice on matters relating to Works in the Assembly.
• Facilitate the construction, repair and maintenance of:
• Public roads including Feeder Roads.
• Drains along any streets in the major settlements within its jurisdiction.
• Encourage and facilitate maintenance of public buildings and facilities in the Assembly.
• Assist to build, equip, close and maintain markets and prohibit the erection of stores in places other than the markets.
• Assist to inspect projects undertaken by the District Assembly with the relevant departments of the Assembly.
• Advise the Assembly on the prohibition of digging of burrow pits and other evacuations in the sinking of wells or their closers.
• Assist to maintain public buildings made up of offices, residential accommodations and ancillary structures.
• Provide technical advice for the machinery and structural layout of building plans to facilitate escape from fire, rescue operation and fire management
Finance
The Finance Department leads in the management and use of financial resources to achieve value for money. The Finance Department advices management on the Financial Administration Act, Internal Audit Agency Act, Procurement Act, and any other financial regulations approved by the Government and by doing so ensures the maintenance of proper of accounts.
It directs and controls financial management in line with public sector accounting principles thereby safeguarding of the Assembly’s assets
Department of Education
The Educational department primarily assists in the formulation and implementation of policies on education in the Assembly within the framework of national policies and guidelines.
It also has an advisory role in the Assembly on matters relating to pre-school, primary, Junior High Schools in the Municipal and other matters that may be referred to it by the Assembly.
The department also encourages and reports on implementation of policies and matters relating to basic education in accordance with report format provided by the minister.
Legal Department
The Legal Department plays a key role in the daily activities of the Assembly.
The department facilitates the drawing up of rules and regulations to guide the activities of the Assembly as well as the interpretation of rules, laws and regulations to enhance the conduct of the Assembly’s business. It is the responsibility of the legal department to provide legal advice on matters relating to contracts and also represent the Assembly in all legal proceedings.
Marriage
The unit exists to provide marriage services to the general public.
Urban Roads
The Urban Roads Department:
• Collect data for planning and development of road infrastructure in the district.
• Register and maintain records of classified contractors and consultants in the Urban Roads construction industry within the district.
• Prepare progress and annual reports on road works as well as provide inputs into the preparation of budget for road maintenance activities.
• Monitor to ensure that funds from road fund and other sources are used for the designated roads in line with approved standards.
• Assist with evaluation of road designs by consultants and facilitate capacity building of contactors and stakeholders within the municipal
Physical Planning
The Department of Physical Planning at the district level shall manage the activities of the Department of Town and Country Planning and the Departments of Parks and Gardens.
The Department shall:
• Advice the municipal Assembly on national policies on physical planning, land use and development.
• Coordinate activities and projects of departments and other agencies including non-governmental organizations to ensure complianc.e with planning standards.
• Assist in preparations of physical plans as a guide for the formulation of development policies, decisions and to design projects within the Assembly.
• Advise on setting out approved plans for future development of land at the district level.
• Advise on the conditions for the construction of public and private buildings and structures and assist to provide the layout for buildings for improved housing layout and settlements.
• Ensure the prohibition of the construction of new buildings unless building plans submitted have been approved by the Assembly.
• Advise and facilitate the demolishing of dilapidated buildings and recovery of incurred cost in connection with the demolishing.
• Advice the Assembly on the siting of billboards, masts and ensure compliance with the decisions of the Assembly.
• Advice on the acquisition of land property in the public interest, and undertake street naming, numbering of houses and related issues.
Disaster Management & Prevention(NADMO).
Disaster management in the Assembly is under the jurisdiction of the National Disaster Management Organization (NADMO). The organization has been involved in the dredging of drains municipal-wide as well as education of the populace on disaster management and prevention in various communities and market places. The Disaster Management and Prevention unit assists the planning and implementation of programmes to prevent and/or mitigate disaster in the MMDAs within the policy framework of national policies. The Disaster Management and Prevention unit ensures that there is an adherence to rules in respect of private and public properties to ensure adequate protection against disaster.
Municipal Transport
The Department of Transport is to assist the Assembly to formulate and implement policies on transport services within the framework of national policies.
The Department shall;
• Advise the Assembly on matters relating to transport service and prohibit or restrict the driving of general or any specified vehicles on specified roads or specified directions.
• Regulate the use and conduct of public vehicles, including the roads and public places in accordance with the Driver and Vehicle Licensing Authority Act (Act 569), and related regulations.
• Provide for the identification of licensed vehicles.
• Maintain records of classified contractors and consultants in the transport services industry within the Assembly.
• Establish, maintain and control parks for motor and other vehicles
Food & Agriculture
The Agricultural Department provides leadership for the development of agriculture and sustainability of the agro-environment in the Service.
The department promotes policies, strategies and appropriate agricultural technologies necessary to improve agribusiness, agro processing and crop/animal/ fish production.
It also organizes agricultural field schools, workshops and seminars to assess farmers’ participation and the level of adoption of new farming technologies and practices.
Waste Management
The Waste Management Department is responsible for the provision of facilities, infrastructure Services and programmes for effective and efficient waste management for the improvement in environmental sanitation, the protection of the environment and the promotion of public health.
Improved environmental sanitation is essential to improving and maintaining the health, productivity and welfare of the people in the Municipality. This is recognized in both previous and current development agenda of AbCMA. Environmental sanitation is among the drivers of human development as it affects quality of life through increased wealth and wellbeing of all citizens. Environmental sanitation is aimed at developing and maintaining a clean, safe and pleasant physical and natural environment in all human settlements, to promote the socio-cultural, economic and physical wellbeing of all sections of the population.
Liquid Waste Management
The state of sanitation in the Municipality paints a mixed picture with different levels of access and quality. Facilities used in the municipality include Ventilated Improved Pit Latrines (VIP), Kumasi Ventilated Improved Pit Latrines (KVIPs) and water closets (WCs). The assembly has successfully rolled out its institutional and household toilet promotion with so many residents registering for this initiative. Access to public and institutional facilities has also been analyzed and the coverage given. It must be noted that the Assembly has one cesspool emptier therefore residents depend on private operators to dislodge the liquid waste from the WCs.
Social Welfare & Community Development
This Department coordinates and promotes social development programmes and policies to improve the welfare of people and communities in the Service.
The department represents the AbCMA and the regional planning units on issues pertaining to social and community development. It plans, initiates and coordinates community-based projects, day care centres and services for the rehabilitation of the physically challenged.
Human Resource Department
The Human Resource Department coordinates all human resources programmes; and organize staff trainings within the Assembly.
It prepares training modules necessary to enhance staff development. The unit also ensures the promotion of staff based on approved requirements
The department ensures the effective and efficient administration of human resources; translate institutional policies in respect of employment, personnel, wages and salaries into good management practices. The department also updates the records of staff on regular basis as well as ensuring the inter and intra departmental collaboration to facilitate staff performance and development.
The Human Resource Department reports on all human resource related activities and put in measures to upgrade the capabilities, skills and knowledge of staffs in the Assembly. The department also performs other roles such as seeing to the general welfare of Staffs and Appraising direct reports.
INTERNAL AUDIT
The Municipal internal audit Unit ensures transparency and accountability in the use of state resources through compliance with financial management and accounting practices and regulation laid down by the Procurement Authority, Internal Audit Agency, Audit Service and the Financial Administration Act.

The Executive Committee performs its role through the following sub-committees (formed out) of the Assembly:
